CARTAGENA DE INDIAS
PPP and Banks to improve water supply and sanitation management. Since 1995, two types of arrangements have been developed in Cartagena to provide water and sanitation services in the city: thanks to Law142, a PPP with AgBar (which gave birth to Aguas de Cartegena ) and, since 1998, bank loans with the World Bank and the Inter American Development Bank. This case study will highlight how the process between the Government, the Municipality, ACUACAR and the Banks was managed and how they shared the risks, with regards to social equity and environmental awareness. MEXICO VALLE Water service sustainability. Past, present and future: institutional reforms, financing plans and partnerships. The Mexico Vally faces major problems linked to its water supply and sanitation system: fragmentation of responsibilities, overexploitation and pollution of underground water, natural limits in affordable remote sources, ageing, and/or poor quality of existing networks, high rate of leakage, highly subsidized tariffs, high rate of incompliance with the payment of water charges, untreated waste water discharge in the neighbour valley and subsequent health and environmental issues. Analysis of the steps taken in the recent past and of the plans for the future: institutional reforms, refinancing plans and partnerships; lessons learnt from previous experiences and their impact on social and environmental sustainability.

Water supply, sanitation and water treatment in Santiago de Chile: a fully privatized system. Laws and rules concerning privatization of urban services - in particular water supply and sanitation - have been implemented in Chile in the last decades. In Santiago, a total privatization was thus set up (Aguas Andinas concession), even though the water supply system was largely effective. Today, companies have to set up and/or improve the sanitation and water treatment system. Analysis of this fully privatized system with regard to affordability and environmental and social sustainability.

The witnesses from the Hong Kong seminar and the Santiago seminar lecturers, along with all the participants, will debate on the main issues developed during the two seminars and try to draw a certain number of conclusions on the national and local governments' role in implementing and improving sustainable urban services, on the role of the private enterprises and the banks in helping the governments to reach their goals and on the role of the different stakeholders to be involved.
The discussion will help to see how the four dimensions of sustainability (economic, social, cultural, environmental) are embraced by all actors.
