PECC AI Tabletop (TTX) Abstract
The Pacific Economic Cooperation Council (PECC) invites participants to a facilitated tabletop exercise exploring regional responses to an emerging AI-enabled incident, held on 24 August 2026 at Dalian International Conference Center. Intended as a practical contribution to the APEC AI Initiative, the session will simulate a fictional but plausible cross-border disruption to regional shipping and trade.
Working in two parallel sub-regions—the North Pacific and the South Pacific—participants drawn from across the regionʼs stakeholders will respond to new information as it emerges, making decisions under conditions of uncertainty, competing interpretations and time pressure. The exercise will examine how economies, industry, international organizations and technical experts might coordinate during an economic and trade disruption involving new and emerging AI-enabled systems with the goal of identifying where existing regional mechanisms could be strengthened and where new relationships, authorities or response arrangements may be needed.
This exercise follows the APEC AI Initiative's logic, which treats the security, trustworthiness and reliability of AI—as well as corresponding capacity building—as a shared
undertaking that supports practical cross-fora forum collaboration. The scenario is set ahead of current practice, so that the capabilities involved are recognizable today but not yet matched by established response arrangements. A concluding plenary will identify areas of convergence, divergence and gaps in regional economic resilience and incident preparedness that may help inform future work the Initiative.
No specialist technical knowledge will be required. The exercise is designed as an exploratory and deliberative discussion. Scenario materials will not be distributed in advance in
order to preserve the interactive nature of the discussion. The exercise builds on a tabletop format first delivered in July 2026 on the margins of the UN Global Dialogue on AI Governance and has been adapted for the APEC context.
