The Trade Forum: A Brief History

The Trade Policy Forum has its first meeting in 1986. It was set up by the Standing Committee to:

  1. Regularly review the macroeconomic and other economic conditions in and outside the Pacific region,
  2. Monitor the progress of the GATT trade negotiations, and
  3. Further explore specific trade policy issues of importance.

The summary of the Forum was circulated to governments of the region and GATT and the media.  

In 1989 when the Asia Pacific Economic Cooperation (APEC) was established, PECC became the only non-government observer of APEC. The Trade Policy Forum has contributed to the Committee on Trade and Investment (CTI) and its various sub-fora and expert groups.

Throughout the years the Trade Policy Forum has contributed both formally and informally to debates on trade and investment in many other forums, including the WTO, ADB, and UNCTAD. It has helped developing member economies of the region prepare for WTO ministerial by highlighting is the issues at stake, and the benefits of particular negotiating positions.

Many of its experts are in key positions in government, the private sector or in academia, and are influential in policy making in their own institutions and economies. The Forum’s principal strength remains its analytical and research capacity and its ability to draw on the wide experience of experts from 25 member economies. 

In 2001 the Trade Policy Forum became the Trade Forum with 2 task forces dealing with the Regional Trading Arrangements (RTA) issues and Trade and Investment Issues in WTO and APEC (TIWA).

Task Force: Regional Trading Arrangement  

The PECC Trade Forum will continue to focus on a specific issue such as agriculture, competition, services, and trade facilitation in their relevant contexts, like the WTO, APEC and Regional Trading Arrangements (RTAs) for 2003-2005 cycle

At the same time, there is much "unfinished business " relating to RTAs as a systemic issue, and this will continue to be a priority area for the Trade Forum

Phase III: Menu of Options APEC Group on Services (GOS) Phase III involves the exploration and development of the two areas of transparency and domestic regulation identified within the MOO as relevant issues for the WTO services negotiation by the GOS.  Background papers were presented.
Phase I: Review of the cross border M&A in APEC APEC’s Investment Experts Group PECC would gather current available literature, studies and sources of information or databases on cross-border M&As.  It will research and prepare Draft Report. An update of progress will be issued on work progress and next steps
Trade Facilitation Market Access Group of APEC Undertaking complimentary work to monitor APEC’s effort in achieving its goal of a 5% reduction in transaction costs, building on the existing body of knowledge in APEC

2001

Task Force: RTA Meeting: Regional Trading Arrangements—Stock Taking and Next Steps.  Bangkok, Thailand   The task force took the initial steps in stocktaking the realized and proposed RTA in the Asia Pacific Region and highlights the relevant issues in APEC and WTO.  The findings were published in the Issues@PECC Issue: 2/2001 October
Trade Policy Forum Workshop: “The Treatment of Market Power in East Asian Economy”   To take forward the PECC competition principles adopted in 1999, the TPF took on this project that dealt with understanding of the sources and changes in market power, and how to prevent its misuse in a number of East Asian economies.  Papers were published in the Journal “Review of Industrial Organization” September 2002, Volume 21 Issue 2

TPF meeting in Brunei: The Millennium Trade Agenda for the Asia Pacific: Responding to New Challenges and Uncertainty, May 28-29   PECC pointed out 2 main challenges of the future: Maintaining Momentum of the Multilateral Agenda and Confidence Building and Coping with the resurgence of RTA.  The findings are published in the Issues@PECC Issue: 2/2000 September

East Asian Conference: “Options for the WTO 2000 Negotiations”   Organized with the World Bank It facilitated developing economies to set up their negotiation strategies in the WTO by helping them see what is at stake

Update of the IAP assessment   PECC was asked by APEC senior officials to provide a review of APEC’s overall progress in each of the 15 policy areas of the Osaka Action Agenda rather than assess the actions of individual APEC economies.  This independent PECC assessment complements the other review and assessment processes which have been carried out by APEC this year.
Report to ABAC   This report to the APEC Business Advisory Council (ABAC) included some of the key issues relating to impediments to trade and investment in the APEC region.  It was a work in progress toward completing a full update of the 1995 Survey of Impediments to Trade and Investment in the APEC Region. 

1997

Trade Policy Meeting: Part of the PECC XII: Transpacific Partnership: Implementing Trade and Investment Opportunities” Santiago, Chile  

1996

Roundtable: Assessment of WTO Ministerial” Singapore   Assessed the first WTO Ministerial attended by WTO Deputy General Dr. Jesus Seade and the APEC SOM Head Federico Macaranas. The Panel briefed the private sector and the general public on the WTO Ministerial.  One of the few forums where the public can participate.

1995

Publication: “Milestones in APEC Liberalization:-A map of Market Opening Measures by APEC Economies”    Commissioned by APEC, the “Milestones” and the “Impediments” Survey highlighted, prioritized, monitored, and mapped the progress, achievements and impediments to APEC economies.  They were the first regional documentations of the extent of Tariffs and Non-Tariff Barriers in the APEC region.  They mapped unilateral/ multilateral liberalization measures.  This contributes to the process of encouraging trade and services transparency

1994

Publication: Encouraging International Investment in the Asia Pacific Region-A Draft Asia Pacific Investment Code”   APEC Ministers Adopted the APEC Principles which drew heavily on the PECC draft code.  PECC Draft code still remains a benchmark for APEC
