Key Energy Issues for the
Asia-Pacific and the World
The PECC Energy Forum is the Task Force of the Pacific Economic Cooperation Council (PECC) that brings together energy business leaders, policy makers and leading researchers to address critical energy supply, demand, security and policy issues facing the Pacific Rim. Through on-going research and a series of targeted, high profile international meetings, the PECC Energy Forum is the premier vehicle for independent, unbiased energy policy discussion in the Pacific region. The PECC Energy Forum involves representatives from the 23 nations of PECC, and is the only official private participating organization in meetings of the APEC Energy Ministers and their senior officials.
BUSINESS IN THE LEAD
The private sector leads the Energy Forum's programs. The PECC Energy Forum represents the region's business interests in the APEC governmental process, including working to promote policies that open energy trade and investment, expanding commercial opportunities, and creating environments conducive to more open export markets for energy firms throughout the region.
PECC has sponsored the 3 business meetings held in conjunction with meetings of APEC Energy Ministers. PECC also has a seat at the table at meetings of the APEC Energy Working Group (EWG). The PECC Energy Forum is the official observer to the APEC "Energy Business Network," the official business advisory group to the EWG.
PECC meetings are also excellent opportunities for business leaders to meet with counterparts from the Asia-Pacific's top energy companies, energy and regulatory agencies, and research institutes.
BACKGROUND
In 1985 PECC created a Minerals and Energy Forum (MEF) to discuss Asia Pacific minerals and energy policy and development issues in the Asia-Pacific region. In addition to a series of major forums held around the region, the MEF held specialists meetings addressing issues such as the steel industry in China; minerals processing in the region; electricity development; energy security; mineral demand forecasting; the prospects for an East Asian Steel Agreement; and electrification in Vietnam.
In 1996 PECC created a new Energy Forum and a Minerals Forum, led by Australia, largely responding to developments in the energy programs of APEC. The PECC Energy Forum has brought business and independent researchers to several policy initiatives of the APEC Energy Working Group, including: the
APEC Manual of Best Practice Principles for Independent Power Producers
(IPPs) and the APEC Natural Gas Infrastructure
Initiative.
