A great uncertainty now facing the PECC food system are rising energy costs. Since 2003, real petroleum prices have risen more than 50 percent, peaking at more than $70/barrel in late 2005. Other energy prices have followed suit.

This year's Pacific Food System Outlook project will assess the general energy outlook and its implications for the many facets of the region's food system, including:


As one of the most energy-intensive sectors in the economy from spatially dispersed food production and increasingly concentrated urban demand, the food system faces more significant adjustments than other economic sectors.


The project's assessment will be released at the November 2006 APEC Ministerial in Hanoi.

About PECC
Founded in 1980, the Pacific Economic Cooperation Council has 23 member committees, two associate members and two institutional members. It is the only non-government official observer of the APEC process and provides viral information and views on trade, finance, and sectoral issues to the region's governments.


The Council brings together leading thinkers, and decision makers from government and business in an informal setting to discuss and formulate ideas on the most significant challenges facing the Asia Pacific. In an increasing complex global world PECC provides and opportunity for greater understanding of the strategic business environment and the ability to influence thinking and policy across the region.


This year's Pacific Food System Outlook project will assess the general energy outlook and its implications for the many facets of the region's food system, including:

  • The longer-term viability of alternatives energy sources such as ethanol and other bio fuels that compete directly for food-producing resources;
  • The cross-regional impacts and farm-level adjustments strategies to rising fuel and other input costs;
  • The beyond-the-farm-gate supply chain impacts on a food system ever more dependent on processing and transportation services, and
  • The policy response in promoting food system efficiencies, energy conservation, and alternative energy sources.
